I'm pretty new, I just discovered today what CTI was and I liked a lot the idea but I have a few of questions ^^

I need to have any pictures of any kind in the "pics" folder to get starter right?
And, there are teases with pics and cards to download or just card separated by themes/sets?

Yes put your pictures into the pics folder, then put your cards into the right folder inside the cards folder.
If you want to play a specific set then just these cards and no other cards.
